Report by the Director-General: Progress in the elimination of the Syrian chemical weapons programme - 24 September 2026

1. The Director-General is to report on a monthly basis on the progress in the elimination of the Syrian chemical weapons programme, in accordance with the relevant decisions of the OPCW policy-making organs outlined in the Annex hereto. This is the 156th such monthly report, which includes information relevant to the period 24 August to 23 September 2026. Obligations of the Syrian Arab Republic as a State Party to the Chemical Weapons Convention

2. The Syrian Arab Republic acceded to the Chemical Weapons Convention (the Convention) on 14 September 2013. The Convention entered into force for this State Party on 14 October 2013. Work by the Technical Secretariat (the Secretariat) to verify the Syrian Arab Republic’s initial declaration dated 23 October 2013 remains ongoing, and at the time of the change of government in December 2024 the declaration still could not be considered accurate and complete.

3. The change in government in the Syrian Arab Republic in December 2024 presents an important opportunity to address the Assad-era chemical weapons programme. Progress achieved by the Syrian Arab Republic in relation to Executive Council decisions EC-M-33/DEC.1 and EC-M-34/DEC.1

4. In accordance with decisions of the Executive Council (the Council) EC-M-33/DEC.1 (dated 27 September 2013) and EC-M-34/DEC.1 (dated 15 November 2013), the Secretariat continues to report on the implementation of those decisions.

5. Following the joint discovery of previously undeclared chemical weapons during the deployment of a Secretariat team in May 2026, the Syrian Arab Republic submitted an amendment to its initial declaration on 15 June 2026, which was followed by a correction to that amendment on 18 June 2026.

6. The Syrian Arab Republic declared one additional chemical weapons production facility (CWPF), a newly discovered chemical (hexamine) used in the production of nerve agent, and Category 3 chemical weapons. The Syrian Arab Republic also declared two chemical weapons storage facilities (CWSFs), the Al-Qutayfah CWSF and the Homs CWSF, where the newly discovered materials have been stored while awaiting destruction. The Secretariat analysed the above amendments and shared its evaluation through a note verbale (dated 17 July 2026). The Secretariat is working closely with the Syrian Arab Republic on follow-up activities related to this newly declared facility.
