Ukraine Health Cluster: Partner Response to Evacuations (August 2026)

OPERATIONAL CONTEXT

August saw a marked escalation in displacement across frontline oblasts, with over 31,770 people displaced during the month, according to the IOM DTM Frontline Flow Monitoring assessment. The pace of displacement nearly doubled in the second half of August, rising by 85 per cent compared to the first half (from approximately 11,150 to 20,620 people), as hostilities intensified, drone attacks and shelling on civilian areas and infrastructure continued, and mandatory evacuations expanded to additional settlements.

Donetska oblast accounted for the majority of displacement, with over 21,300 people displaced amid a shifting frontline, intensified attacks on civilian homes and infrastructure, disruptions to electricity, water and gas and ongoing mandatory evacuations.

Continued shelling and drone strikes displaced 3,980 people in southeastern Dnipropetrovska oblast, where mandatory evacuations were expanded to 16 additional settlements in mid-August.

Displacement also continued in Kharkivska and Zaporizka oblasts (1,760 and 1,670 people respectively). In Kharkivska oblast, escalating hostilities, damage to civilian infrastructure and mandatory evacuations ongoing since April and July 2026 drove further displacement. In Zaporizka oblast, displacement intensified amid continued attacks and disruptions to essential services, including electricity.

Across Transit centers where health partners operate, 18,088 people were registered in August, according to the Ukraine Protection Cluster. The largest share of evacuees originated from Donetska oblast (7,274), primarily from Kramatorsk and Sloviansk. Transit center registrations were highest in Lozova (7,365), Kharkiv City (4,320), and Pavlohrad (3,335).
